ExtStopSequence Not Populating External Sequence Number on Shipment Stop (Doc ID 731560.1)

Symptoms

-- Problem Statement:
An ActualShipment is loaded via Integration that includes the element "ExtStopSequence". However, this data is not being stored in the Shipment Stop table as "External Sequence Number".

-- Steps To Reproduce:
1. Load an ActualShipment XML that includes the element "ExtStopSequence".
2. Navigate to Transportation Planning and Execution -> Shipment Management -> Buy Shipment.
3. Search for and Edit your shipment.
4. Go to the Stops tab and Edit a Stop.

Notice that the "External Sequence Number" field is not populated.
