Workflow Agent Listeners Fail With "ORA-01555 snapshot too old... And/Or "The agent could not be found WF_DEFERRED"

When attempting to Start Agent Listener, it goes down abruptly and 
following error occurs in Agent Listener log file:

java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01555: snapshot too old: rollback segment number 1 with name "_SYSSMU1$" too small
ORA-06512: at "APPS.WF_EVENT", line 1527
ORA-06512: at line 1


Could not initialize queue handler
invoker -> Problem querying WF_AGENTS -> The agent could not be found: WF_DEFERRED

The issue can be reproduced at will with the following steps:
1. Try starting Agent Listener.
2. Agent Listeners going down suddenly.
