When Searching On A Date Field, OTM Is Adding 8 Hours To Search Dates

-- Problem Statement:
Searching for a shipment appointment pickup date with 'use time' not selected,the search uses 0800 as start of the day for that date, and 0800 next day as the end of the day ( instead of expected 0001 and ending with 2359 for that date).
-- Steps To Reproduce:
1. Navigate to buy shipments
2. Search by entering a date and do not select the time for any of the date fields
- the resulting list will include other dates other than the one entered
Appointment pickup search is used to inform the planner which shipments they need to contact the haulier about. If it returns the incorrect results then the planner will not communicate all loads.
