Following are the three issues:
1. POOR PERFORMANCE WITH BUILDING UNIT EFFECTIVITIES PROGRAM
2. BUILDING UNIT EFFECTIVITIES PROGRAM DOESN'T CREATE UMP
3. SIGNING OFF NON ROUTINES AND MRS TAKES TO MUCH TIME.
