On in Production:

When trying to interface a OM Line shipment transaction the transaction is dropped by SFM Event Queue Service and transaction is marked as processed.

The issue can be reproduced at will with the following steps:
1. Ship Order xxxxx, Line 1.1 entered for PTO Item Number yyyyy, Line is Closed
Line Type = Regular Order Line, Item Type = MODEL
2. Run Workflow to interface the process and close the line.
3. Searching the Install Base by the Sales Order number does not result in an Install Base record for Item Number 9-00600-01.  There are no errors in Transaction Errors Processing form.
