R12: Forms Timeout More Than 2 Hrs Is Not Working After R12 Upgrade

On 12.0.4 in Production:
Find that users are getting disconnected from Forms after about an hour even though the "FORMS_TIMEOUT" variable is set to 120 min.
Expect the timeout functionality to work correctly and timeout only after 2 hours.
1. Set the environment variable "FORMS_TIMEOUT" to 120 min.
2. Launch forms via Self Service
3. Find Forms times out after about 1 hour
