PUI: Error Message When Entering Change Transfer for Employees on Grade Ladders (Doc ID 734173.1)

-- Problem Statement:
On 11.5.10.2 in Production:
For employees on the grade ladder if they have a salary proposal not equal to 'GSP' as the
latest proposal reason, an error message is received while trying to do a status change for them.

ERROR
"Unable to update Salary based on the assignment's new Grade Ladder / Grade. Please contact your
HR administrator with the details of the change you are trying to make."

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
Path>Manager Self Service>Change Transfer>Select Employee>
1) Delete current Org
2) Search and Select New Position, once new org, position, job is populated
3) Select Next
4) Error Message Rec'd

**Note:  Even though the issue was originally reported in Manager Self Service, the issue also occured in the PUI.  The fix was designed for the PUI, which also resolved it in MSS.**

The issue has the following business impact:
Employees who are on grade ladder who have had a prior salary reason other than GSP are not processing automatically. If the assignment is not updated in a timely manner the results could be the employee is over paid or under paid.
