Cannot Use "Schedule Appointment" Action in Dock Manager When Resource Does Not Have "Auto Assign" Selected (Doc ID 734192.1)

This problem can occur on any platform.


-- Problem Statement:
When the Location has a resource that does not have the "Auto Schedule" box checked, the Dock Manager action "Schedule Appointment" can not be used. If tried, the following error is received:

No location resource is available to schedule appointment for shipment DOMAIN.ID at stop X.

-- Steps To Reproduce:
1. Navigate to Dock Manager under Appointment Manager.
2. Enter a Location ID that has a resource with "Auto Schedule" unchecked.
3. Click Manage Appointments.
4. Search for a shipment.
5. Right click on the Shipment and select "Schedule Appointment".
