How does one successfully change tax classification on sales orders if customer is in Indonesia, as an example?

Customer scenario:
When change Tax Classification on Sales Order Line, the tax rate in tax rate detail does not change.
When attempt to run "calculate tax", it still remains with the defaulted tax rate.
Have completed the default tax rate on tax rate set up, but have no success when attempting to change the tax classification on sales orders.
