Error "You Do Not Have Enough Privilege To Access This Requisition" When Click Edit Requisition Link In A Notification (Doc ID 734657.1)

Symptoms

On 11.5.10, users get an error message when click "Edit Requisition"
link from the approvers notifications. 

- Error message is not generated when click the "View Requisition" link. 

- User has the iProcurement responsibility assigned.

Due to this issue, approver users cannot access requisition from the "Edit Requisition" link.


ERROR

You do not have enough privilege to access this requisition.

STEPS
---------
1. In Workflow Status Monitor query for 'REQAPPRV' 
- or -
In iProcurement, click Notifications subtab from Requisitions tab.

2. Select the notification.

3. Click Edit Requisition.

4. Encounter the error.
