A Connection to the Server Could not be established Error Shows When a New User is Created with a new User Role/Level

Symptoms

-- Problem Statement:
On 5.5.04.03,
When attempting to do the below steps, the following error occurs:

1. Create Level.
2. Delete Level.
3. Re-create same Level.
4. Create Role and attach Level.
5. Create User and attach Role.
6. Log in as that user.

ERROR
A connection to the server could not be established: {exception=null} (user=DOMAIN.TEST)

The issue can be reproduced at will with the following steps:

1. Create Level.
2. Delete Level.
3. Re-create same Level.
4. Create Role and attach Level.
5. Create User and attach Role.
6. Log in as that user.

The issue has the following business impact:
Due to this issue, users cannot login using the new user.
