R11i: CE: Autoreconciliation Report Exits With Exception "Ora-01403: No Data Found" (Doc ID 735748.1)

Symptoms

On 11.5.9 in Production:
When attempting to submit the AutoReconciliation report , then check the debug file with the below
error.

ERROR
CE_AUTO_BANK_MATCH.get_min_statement_line_id
EXCEPTION: CE_AUTO_BANK_MATCH.get_min_statement_line_id
EXCEPTION: CE_AUTO_BANK_MATCH.match_process - OTHERS
DEBUG: sqlcode:100
DEBUG: sqlerrm:ORA-01403: no data found
EXCEPTION: CE_AUTO_BANK_REC.statement


STEPS
The issue can be reproduced at will with the following steps:
1.Create bank statement without line
2.Create some bank statement with same bank,and have some line need to be reconcile
3.Submit the autoreconciliation report
4.Autoreconciliation report will complete with normal. but the "AutoReconciliation Execution
Report" will not be submit. and some bank statement do not reconcile.

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot reconcile some banks.
