IS_SERVPROV_FIXED Flag Turns to False Once Orders Added to a Consol Shipment (Doc ID 736029.1)

Symptoms

-- Problem Statement:
On 5.5.04.03:
Once an order is booked on a vessel shipment, see that the "servprov fixed" flag on the consol shipment is reset to 'N' although it was previously set to 'Y'.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1- Create a Charter Voyage -> Consol -> Shipments.
2- Set the "servprov fixed" flag on consol shipment.
3- Book an order on this consol shipment using action "Build Buy Shipment on Primary Leg Show Consol Options".
4- Once the order is booked on the vessel shipment, check the servprov fixed flag. (It is not checked, despite being checked in step 2 above).

Due to this issue, a different service provider will be picked (low cost servprov) rather than the one specified on the consol shipment.
This leaves the Carrier on the Charter Voyage different from that on the vessel shipment.
