OEOIMP Unable To Create New Customer With Same Address As Existing Customers (Doc ID 736684.1)

Symptoms

On 12.0.4 in Production:
When importing orders from a custom Web store into Oracle Order Management, the order import interface is used to create customers on the fly if the customer does not exist. This is standard functionality. If the customer exists, then the Web is passing the customer id and the site id so that Oracle will know the customer to be used on the order.

The problem occurs during the import when trying to import orders for new customers that have the same address as existing customers (such as spouses, children or parents); the order import fails with the message that the address is a duplicate address. This is incorrect since the address is for a totally different customer.

STEPS
The issue can be reproduced at will with the following steps:
1. Populate the order import interface with customer data such that the customer does not already
exist, but the address data exists for another customer.
