Symptoms

-- Problem Statement:

A Minimum Weight is entered on a Rate Offering. This minimum weight is surpassed based on Dimensional Weight, but not with Actual Weight, for an RIQ. As a result, the rate is not presented. It is expected that since the Dimensional Weight is more than the minimum, then the rate should be valid.
