How to automatically reserve the ATO item if quantity is available

Symptoms
On 12.0.2 in Production:
Find that the ATO item created in order line always creates supply orders even though there is enough stock available.
EXPECTED BEHAVIOR
Expects that the available quantity should be reserved and supply order should get rised only if there is no enough qty.
STEPS
The issue can be reproduced at will with the following steps:
1. Create a Order with ATO item in it.
2. Book the Order and Progress the Order.
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot reserve the available quantity automatically .
