ECX: XML APIs/messages fails with ORA-29471: DBMS_SQL access denied - ecx_utils.CLOSE_PROCESS (Doc ID 737362.1)

Symptoms

After upgrading the Database to 11g all inbound XML messages are failing. The following error message was found in workflow monitor.

It is also possible to encounter the following errors when attempting to generate XML using ECX API's:

APP-FND-01934: ORA-20002: 6012: XML Gateway process aborted
ORA-29471: DBMS_SQL access denied - ecx_utils.CLOSE_PROCESS

ORA-604: error occurred at recursive SQL level2
ORA-29471: DBMS_SQL access denied
ORA-6510: PL/SQL unhandled user-defined exception
ORA-6512 at APPS.ECX_INBOUND_TRIG
