Build Shipment With Primary Leg Is Not Picking The Least Cost Options

-- Problem Statement:
On 5.5.04, Find that when the Build Buy Shipment on Primary Leg with the Primary Leg using a Consol is triggered, the planning logic picks up expensive equipments even when the Container Optimization logic was set to Optimize Cost
The same works when a bulk plan is run.
Expect that the equipments are selected in a cost effective way
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a consol using Charter Voyage and build consol shipments
2. Create a 3 legged itinerary with the first and third legs being TL legs while the second leg is
marked as Primary and to Use Consol
3. Create an Order and try to build a shipment using the Build Shipment on Primary Leg or Build
Shipment on Primary Leg Show Consol Options
4. See that two shipments are built with two equipment combinations costing a certain amount ,
when two pieces of the one equipment would suitably fit with a lesser amount
