OTM Scalability - Active Active Configuration Failing

Symptoms
On 5.5.04, When attempting to logon to OTM that is set up with two application servers in active/active mode, the following error occurs:

The issue can be reproduced at will with the following steps:
1. set up two application servers for OTM in active/active mode
2. Try to login to OTM and see the error

Due to this issue, users cannot use two application servers in active/active mode
