Task Visibility Is Inconsistent Between Service Request Form and Service Request HTML Page (Doc ID 737518.1)

Symptoms

In Customer Support Specialist (HTML) responsibility, the Task page has a drop down list for 'Visibility' that displays the values:
Internal Only
Private
Public.

On the Create Service Request form's Tasks tab, the Visibility attribute has two checkboxes:
Private
Publish.

This is inconsistent.
