Symptoms
When I try to create a quote in HTML quoting an error is returned
ERROR
Please note that the creation of quotes for this customer is not permitted.
STEPS
The issue can be reproduced at will with the following steps:
Login to Oracle HTML Quoting > Create Quote > Select Customer
