Unexpected Error when Custom templates are used in Remote publication (Doc ID 738570.1)

Symptoms

On 12.0.4 in Production:
When attempting to configure a model from Quoting, the configurator window closes
and the following error occurs.

ERROR
"You have encountered an unexpected error. Please contact the system
administrator for assistance."

Exception Details.
oracle.apps.fnd.framework.OAException:
oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with
absolute reference = /oracle/apps/cz/runtime/oa/webui/templates/regions/11240_161, XML Path =
null. Please verify that the reference is valid and the definition of the
component exists either on the File System or in the MDS Repository.
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:896)"

STEPS
The issue can be reproduced at will with the following steps:
1. Created a Custom Master Template Subtab Template
2. Created some Custom Content Templates for Text / Boolean Features
3. Created the User Interface for a Model.
4. Published the model to remote instance
5. Launched the Configurator from quote lines page.
6. See error "You have encountered an unexpected error. Please contact the system
administrator for assistance."
