Capacity Limit Not Working As Expected

Symptoms
-- Problem Statement:
In OTM 5.5.05, find that Carrier Capacity is not working as expected. When a Carrier Capacity is set and orders are planned it does not seem to be honoring the capacity set for that Service Provider and Lane.
-- Steps To Reproduce:
1. Setup Capacity Limit ID and the Lane ID, where the Capacity Limit is set to 1.
2. Assign Capacity Group to Rate Offering
3. Create 2 Order Releases
4. Bulk Plan 2 Order Releases and they both plan to the correct Service Provider on 2 Shipments
despite the Service Provider having a capacity limit of 1.
The above steps are as seen by a user when replicating the issue however there are additional steps that the user may not be aware are involved in the replication:
1. Setup Capacity Limit ID and the Lane ID, where the Capacity Limit is set to 1.
2. Assign Capacity Group to Rate Offering
3. Create 1 Order and Plan this onto a Shipment.
4. Note the Capacity Usage has been set to 1.
5. Go to the Capacity Limit Manager screen and click Submit.
6. Note the Capacity Usage has changed from 1 to 0 (which is incorrect and the cause of this issue).
7. Delete the existing Shipment created in step 3
8. In the Database the Capacity Usage is now -1 (0-1 = -1)
9. Create 2 Order Releases
10. Bulk Plan the 2 Order Releases and they both plan to the correct Service Provider on 2 Shipments
despite the Service Provider having a capacity limit of 1.
