Force Merge and Split By Orders Does Not Work Properly

This problem can occur on any platform.
On 5.5.04, Find that the action Force Split and Merge by Orders does not always select the right order that was being selected to be split
Expect that the selected order is split onto a different shipment
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up a Buy Shipment screen set that has the Force Split and Merge by Orders action
2. Create a Shipment with two orders on it.
3. Then select the Shipment and go to Actions - Force Split and Merge by Orders- Choose one of the
orders and see that the selected order is not always being split and put on the next shipment.

Due to this issue, users cannot use the force split and merge by orders action reliably
