R12 Location Field Not Populated In "Intercompany Transations Flow" FRM-41830 List of Values contains no entries (Doc ID 739195.1)

Within Applications 12.0.4 upon attempting to select Location from LOV in Intercompany Relations form, the following error occurs:

ERROR
FRM:41830: List of Values contains no entries

STEPS
The issue can be reproduced at will with the following steps:
1.Navigation: Inventory / setup / organizations / Shipping Networks
2. CREATE: GFE-AGR1 To: PRM-AGR1 Intransit / Receipt / Standard / required
3. open to show accounts and save
4. Navigation: Inventory / setup / organizations / Intercompany Transaction Flows
5. Setup start and end Operating Units with start date
6. Click in Nodes area and it is populated with from and to Operating Units
7. Click on Intercompany Relations
8. Supply Customer / Number
9. Click on LOV for Location
10. Message: FRM:41830: List of Values contains no entries

Upon setting Intercompany Transactions, the field Location in the Intercompany Transactions Flows Form for the node of the flow does not populate anything, so unable to create it and complete the settings. Unable to configure Intercompany Transactions

INV > Setup > Organizations > Intercompany Transactions Flows > Create a Node >
Intercompany Reletions > AR Invoicing for Shipping > Try to select the Location for that Customer
