11i/R12: PA: Unable To Set Self-Service Personalization Context At Organization Level

Symptoms
Unable to modify the existing (previously customized) self-service personalization at the organization level for Sortable Header: Currency.
Enabled the personalization system profile settings at the user level and then bounced apache.
Under the >Financial tab>Budgets and Forecasting sub tab, navigate to the Edit Forecast page. Click on the 'Personalize Advanced table: (ForecastTableRN)' personalization link. Under the 'Sortable Header: Currency', click the pencil icon.
Unable to see the drop down list under the Organization level. Only the site and responsibility have the drop down list and is updateable.
