Subinventory Is Mandatory For Destination Type Inventory

Find Subinventory is a mandatory field. if deliver-to checkbox in preferences is checked and it has to be checked to get destination type Inventory.There is no way to get destination type as inventory without entering a subinventory
In Release 11.5.9
Subinventory is a non mandatory field deliver-to subinventory checkbox in my profile can be checked but its not mandatory to enter subinventory during checkout and still destination type is Inventory
Customer needs the same behaviour as in Release 11.5.9 - Subinventory non mandatory, deliver-to
subinventory checked and destination type inventory
Steps To Reproduce:
- go to iprocurement preferences
- enable deliver-to subinventory
- subinventory becomes mandatory during checkout
- enable deliver-to subinventory in my Profiles page
- subinventory is not mandatory during checkout - still destination type is Inventory
The issue has the following business impact:
Due to this issue, users do not know what subinventory to enter, also no subinventories are setup
