Symptoms

Using a Cross-Dock (XDOCK) itinerary and planning two orders through this itinerary. The cross-dock includes a Handling shipment. It is found that one order is planned successfully on all three shipments (Inbound to XDOCK, Handling Shipment, and Outbound from XDock). The second order is planned with the first order on the shipment inbound to the XDOCK, but then has no shipments after this. As a result, this order is planned only partially (i.e. does not reach destination).
The rate for the outbound shipment is infeasible for the second order. For example, the rate for the outbound shipment has a weight restriction in which the second order violates. It is expected that this order should fail planning as it cannot be planned outbound from the XDOCK.
