What Does The "Publish To Catalog" Button Do? (Doc ID 739937.1)

Goal

In OICM, select the "Attachment" sub tab. The screen displays attachments made to the process.
The icon on the far right reads "Publish to Catalog". I am unable to find a reference to this in
the OICM implementation guide. Also, when I click the button and publish to the catalog, I am
unsure of how to access the catalog or obtain information or reports from it.
