Bee Batch Validate Process Errors ORA-20001: Incorrect format for Hours in Decimal format (Doc ID 740388.1)

Symptoms

When running Validate from BEE Batch Header Process button, Element Lines report
the following error:

ERROR
Incorrect format for Hours in Decimal format (2 places) unit of measure. ORA-20001: Incorrect
format for Hours in Decimal format (2 places) unit of measure.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a timecard on the timekeeper form
2. Submit it for approval
3. Approve the timecard as a manager
4. Run the Transfer Time from OTL to BEE (PYTSHPRI)
5. Run the Retrieval Error Handling report (HXCRTERR)
6. Run the Validate for BEE (HXT_VAL_BEE)
7. Run the Transfer to BEE (HXT_TRANS_BEE)
8. Go to the Batch Element entry form and query the batch created
9. Click the Process Button and choose Validate
10. Batch Line Level Message shows Severity: Fatal , Message: Incorrect format for Hours in Decimal format (2 places) unit of measure. ORA-20001: Incorrect format for Hours in Decimal format (2 places) unit of measure.
