Symptoms
-- Problem Statement:
On 11.5.10 in Production:
You are unable to create/download document for WEB ADI, from the Assignment Screen. EXCEL opens, but does not download.
You have set the profile option HR: ENABLE WEB ADI INTEGRATION to 'Y' and have
added HR ADI Seeded Integrator Form Functions and HR ADI Skills Seeded
Integrator Form Functions. You are using Microsoft 2003.
EXPECTED BEHAVIOR
Expect data to be downloaded

The issue can be reproduced at will with the following steps:
HR Manager > FastPath > Assignment > (Query a person) > Export > ( Check Report)
