Unable to book sales order
-- The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench > Order Organizer > Query the Sales Order and try to Book
3. Receive error:

LINE PROCESSING MESSAGES
WARNING LINE HEADER_ID LINE_ID MSG_SOURCE ACTIVITY REQUEST_ID DESCRIPTION MESSAGE_TEXT
Ship Error: Failed to import the order line because Create_Delivery_Details failed.
Ship Error: There is no location set up for the organization.
Ship Workflow activity Ship has failed. Please fix the errors and retry the activity from the Order Form or the Workflow Monitor.

Unable to book sales order and progress the workflow.
