Symptoms

Usage billing does not work correctly.  Billing does not pick up the current counter reading.

STEPS

1. Create a Service Agreement with a Usage line (Actual by Quantity or Actual per Period).

2. Enter a counter reading.

3. Run Main Billing. The invoice is for the default value, not the value that is based on the counter reading.
