Custom Exchange Rates Not Set on The New LineItem Added from The Approve Invoice prompt screen and Voucher Cost Allocation. (Doc ID 741288.1)

This problem can occur on any platform.

Symptoms

-- Problem Statement:

On 5.5.04.04:

1 - When trying to add and save a new invoice line item from the "Approve Invoice" screen and not from inside the Invoice itself, OTM takes the default exchange rate values and not the custom ones.

2 - If there are multiple currencies at the invoice line level, that leads to an incorrect total on the voucher and uses the default exchange rate values and not the custom ones.

-- Steps To Reproduce:

1- Login as DBA and navigate to Financials > Exchange Rates Management > Exchange Rates > Create a new exchange rate.

2- Navigate to Financials > Exchange Rates Management > Currency Exchange Rates > Create new currency exchange rates (For the same date/day) for the above created exchange rate as bellow for example:

9/29 USD > NOK, 2
9/29 USD > EUR, 2
9/29 NOK > EUR, 1

3- Navigate to Contract and Rate Management > Contract Management > Rate Offering > Edit or create a Rate Offering and assign the newly created Exchange rate.

4- Create a shipment using that Rate Offering.

5- Navigate to Transportation Planning and Execution > Shipment Management > Buy Shipments > select the shipment > Actions > Settlement > Create Invoice.

6- Navigate to Financials > Payment Invoice Management > Payment Invoice > Select the created Invoice > Actions > Approve Invoice > Approve Invoice Screen will come up > Click on the "+" that appear right before the invoice ID > Click on "New Line Item" and fill out the bellow > then click Finish.

7- Go to the invoice and click Edit > Go to the Line Items tab > see the value that reflects the default exchange rate.

8- Click on Finish.

9- Re-edit the invoice > Go to the Line Items tab > see the value = 50 USD that reflects the custom exchange rate.

Notice the invoice line items as following:
B 2000 NOK = 1000 USD
D 100 NOK = 50 USD
O 100 EUR = 50 USD

10- Navigate to Financials > Payment Invoice Management > Payment Invoice > Select the created Invoice > Actions > Allocate Voucher.

Notice incorrect total allocation Value = 158.80 EUR

11- Navigate to Order Management > Order Release > Select the planned OR > Click View > Check under "Order Release Allocation" and see the OR allocation costs as bellow:

B 28 USD
D 1.40 USD
O 50 USD

The OR cost allocation should be as bellow:

B 2000 NOK = 1000 USD
D 100 NOK = 50 USD
O 100 EUR = 50 USD
