Total Package Count On Split Shipments Is Greater Than Total Package Count On Order Release.

This problem can occur on any platform.
The sum of total package count on split shipments are not equal to the total package count on the Order Release.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1- Create an Order Release with the bellow data setup for instance.
* Total Weight 16412.50 LB
* Total Volume 9716.66 CUFT
* Total Ship Unit Count 1.00
* Total Package Count 12500.00
2- Create an Equipment Group with the bellow data setup for instance.
* Max Volume: 3500 CU FT
* Max Weight: 45000 LB
* 53 x 8 x 9 FT
3- Create an itinerary and rates as normal.
4- Plan the Order Release to get the bellow result.
Shipment#1(Total Package Count: 4503)
Shipment#2(Total Package Count: 4503)
Shipment#3 (Total Package Count: 3495)
Total Package Count on the Release = 12500
OTM Splits onto 3 shipments with Package Counts:4503, 4503, 3495 = 12501
12501 is 1 GREATER than 12500 on the Release.
