SO Lines at WF Status 'Fulfill - Deferred'; Error: Ora-24033: No Recipients For Message

FORM:OEXOEORD.FMB - Sales Orders
Symptoms
After shipping sales order lines, the "Sales Order form" shows status as Shipped and the "Shipping transactions form" shows status as Interfaced.
Lines are not getting closed. The Workflow Activity shows this error massage:

Activity: Fulfill - Deferred
Result: Exception
Error Name: -24033
Error Message: ORA-24033: no recipients for message
Error Stack: Wf_Queue.Enqueue_event(OEOL, 3839772, 115251, 0)
You are sure that you have a concurrent process running which should be handling the WF_DEFERRED activity queue (for example the Workflow Background Process or the Workflow Agent Listener)
