Repair Order Error: "Please Set Value For Org Id In Quote Header Record Passed To API" (Doc ID 741798.1)

Symptoms

When attempting to create a ship line manually,  the following errors messages appear:

Please set value for org id in the quote header record passed to the API
and
in when others : sqlerrm [100501 : non-oracle exception]


Additionally, the list of values (LOV) for Service Activity does not show values.

The issue can be reproduced at will with the following steps:
1. Create SR/RO
2. Create Repair Line
3. Add Ship line
