A few users are not receiving the email notifications from Oracle that they are expecting.
Steps To Reproduce:
1) Create a Requisition and submit such that a notification is sent to one of the affected users
2) Notification is created and can be viewed by logging in and opening the WorkList, but they not received by the users via email as expected
