MFS Laptop>Quick Debrief: Some Labor Items Do Not Appear (Doc ID 744272.1)

Find that a newly created Labor item is NOT showing in Labor Debrief Item LOV.
This item also does not exist in the client database.

Expect that Labor Items can be downloaded to MFS client

The issue can be reproduced at will with the following steps:
1. Create a Labor Item in Master Item form in the Inventory module (INV).
2. Inactivate a Labor Item in Master Item form in INV.
3. Run 'JTM Master concurrent program' with INV and Transactions.
4. Synch to Laptop.
5. Try to perform a Labor Debrief and look into the Item field.
