Able To Create Shipments From Ground Schedule Which Has Effective Date In Future (Doc ID 744303.1)

Symptoms

-- Problem Statement:

A Ground Schedule has an Effective Date well into the future. When running the Action "Generate Shipments", it is permitted to enter a date BEFORE this effective date and therefore create shipments that are before the effective date. This should not be permitted.

-- Steps To Reproduce:
1. Navigate to Transportation Planning and Execution -> Schedule Management -> Ground
2. Search for a Ground Schedule that has an Effective Date well into the future
3. Actions -> Generate Shipments
4. Leave the box "Use the schedule's last cutoff time as start time" checked, enter "Generating Duration" of 1 Day and click OK (If this is the first time generating shipments for this Ground Schedule, simply enter a date prior to the Effective Date)

Notice that it created a shipment for the range entered and before the Effective Date
