Payment Summary Archive Does Not Report Negative Lump Sum E Correctly

When an employee has retropay greater than 12 months (both positive and negative) with a net result of negative. Payment Summary Archive process only takes the positive entries resulting in incorrect reporting of Lump Sum E on the employee's Payment Summary.
Please note that this is for overpayments.
STEPS TO REPRODUCE
- Run Retro Pay by Element for employee with backpay dated over 12 months ago. Total of these backpay results in negative.
- Run Payment Summary Archive
- Run Payment Summary Validation Report
