ECXERROR Workflow Item Fails with ORA-6502 when Error Occurs in the Inbound Processing

This problem can occur on any platform.
Symptoms
When XML Gateway fails while processing a XML message, an ECXERROR Workflow item is generated, which should report details of the failure to the XML Gateway Administrator, through an error notification.
That process works fine when the failure occurs while processing an outbound XML message. However, in the case of a failure happening for an inbound XML message, the ECXERROR item itself fails with the following error stack:
