ORA-01403: No Data Found Exception Using Install Base Tab For Customer/Contract In Contact Center

-- Problem Statement:
On 22.214.171.124 in Production:
When attempting to use the install base tab for a customer/contract in the Contact Center
the following error occurs:
ORA-01403: no data found
This problem only happens with 1 contract.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
Login to ebiz suite, and navigate to a responsibility which contains the
Contact Center form (CSCCCCRC).
Select Contract Number from the Search By dropdown menu.
Enter the customer number in the box and press submit.
This loads the customers details in the Customer section of the page.
Click the 'Install Base' tab
Error ORA-01403: no data found is shown.
Enter contract number in the Filter By box under Install Base tab and press
Also ORA-01403: no data found shows.
Using the Install application verified that the same contract
contains 12000+ rows.
If the contract is removed from the filter by on the install base tab, and refresh is
clicked, the IB items will display for the customer.
But it is needed to only see the items for that contract.
If the 'Contracts' tab in the Contact center form is selected the
the contract can be queried successfully. This problem is only in the Install Base tab.
