Employee Allocations in Compensation Workbench (CWB) is not Displaying Ineligible Employees (Doc ID 745524.1)

Goal

If an employee is marked as Ineligible based on the Eligibility Rule setup at the plan level, then Employee Allocations is not displaying the ineligible employee.

Is it possible to display the Ineligible Employees in the Employee Allocations page with all the fields are Read-Only and for Eligible Employees the fields should be editable?

Steps to Reproduce
1. Go To Manager Self Service Responsibility and select the Compensation Workbench function.
2. Click on the Enter Recommendations/Allocations Task.
See that in the Employee Allocations Page, only the Eligible Employees are displayed.
