BNE: Receive Message "Do Not Have Access To The Upload Process"

This problem can occur on any platform.
When attempting to upload journal entries via Web ADI templates to Oracle, sometimes there is no problem and access is granted, and other times, the following message is received.
"You do not have access to the upload process".
1. Open EXCEL
2. Select Oracle
3. Select Upload then the error occurs
Error occurs everytime user tries to upload journal entries to Oracle. The error is received whether or not user is logged into Oracle and is never prompted for userid. The error is occuring outside of Oracle and no responsibility is used because user has not logged into Oracle yet.
