Symptoms

-- Problem Statement:

When attempting to query for orders in the UI from certain finder screens, OTM is adding 8 hours
to the date selected the following error occurs:

ERROR:
SEARCHING IN THE UI BY DATE DOES RETURN THE CORRECT RECORDS

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to Asset Management > Capacity Management > Capacity Usage
2. Search for usage using the Effective Date field.
3. The date fields are inserting a time shift of 08:00 for Capacity Usage.
