Integration RIQ not using AvailableBy / AvailableDate dates. (Doc ID 747093.1)

Symptoms

-- Problem Statement:

When running a Rate Inquiry (RIQ) from the User Interface, the "Date Available By" is entered. Upon searching rates, this correctly excludes rates that are not Effective prior to this entered date. When the same Rate Inquiry is executed via Integration where the Element "AvailableBy/AvailableDate" includes the same date used in the User Interface Query, rates that are not effective are still returned.

-- Steps To Reproduce:

Upload an RIQ XML using the AvailableBy/AvailableDate setting. Rates that are effective beyond this date are still returned.
