Symptoms

-- Problem Statement:
On 11.5.10.2 or 11.5.10.3 in Production/Test:
Created a security profile with no custom security. The profile is set to show all employees however ex-employees are not displayed, only active. Ran Security List Maintenance for current and terminated employees. This does not resolve the issue.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1 - Set up Security Profile
View Employees = All
View Contingent Workers = All
View Applicants = None
View Contacts = All
View Candidates = None
All Tabs = View All/No Security

2 - Run Security List Maintenance
3 - Open responsibility using security profile.
4 - Search in Find window and only see active employees, no ex-employees.
