Assignment Manager Button Next To Assignee Field is Disabled in Task Tab of CSXSRISR Form

-- Problem Statement:
Find that the Assignment Button button next to Assignee filed is disabled in the Task Tab under Service Request form (CSXSRISR).
Expect Assignment Button button to be enabled.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login and choose any non-seeded Customer Support responsibility.
2. Open the Create Service Request form and query for any SR
3. Go to Task Tab and see that the Assignment Button button next to the Assignee field is disabled (grayed out).
Due to this issue, users cannot use the Assignment Manager functionality.
