PTO Carryover Process Completes Successfully but does not Create Carryover Elements (Doc ID 748000.1)

Run the PTO Carryover Process in a test instance, you see that the log file shows all the eligible employees as successfully processed but none of the employees has carryover element created for 2009.


 Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. PTO Carryover process with the following parameters:
Calculation Date : 12/30/2008
Accrual Plan Name: Left Blank
Accrual Category : Vacation
Reprocess All Participants : Yes
Accrual Term : Current

You have verified that the carryover elements are linked.
